The Age of Enlightenment
During the 18th century, thinkers across Britain and Europe developed new ideas about politics, philosophy and science. This period became known as the Enlightenment. It was marked by growing confidence in reason and observation as ways of understanding the world, in contrast to relying purely on tradition or religious authority. Enlightenment thinking touched government, economics, law and the study of nature, and it fed into the scientific advances and the arguments for political and social reform that shaped Britain over the following century.
The Scottish Enlightenment
Many of the leading Enlightenment thinkers were Scottish, and this flourishing of ideas is often called the Scottish Enlightenment. It grew out of Scotland's universities and cities, particularly Edinburgh and Glasgow, in the decades following the 1707 Union with England.
The most significant figure for the Life in the UK syllabus is Adam Smith, whose ideas about economics remain influential today. Smith argued that free trade, competition and the division of labour drove the wealth of nations, and his thinking helped to establish economics as a distinct field of study. Other notable figures of the period included the philosopher David Hume, though Smith is the name most directly linked to this topic in the test material.
Scientific development
Scientific enquiry in Britain had already produced major breakthroughs before the Enlightenment took full shape. Isaac Newton, born in Lincolnshire in 1643, first became interested in science while studying at Cambridge University and went on to become one of the most important figures in the field. His most famous published work, the Philosophiae Naturalis Principia Mathematica, showed how gravity applied to the whole universe, and he also discovered that white light is made up of the colours of the rainbow. Many of his discoveries remain fundamental to modern science.
Newton's work was carried out under the umbrella of the Royal Society, formed during the reign of Charles II to promote what was called natural knowledge and recognised as the oldest surviving scientific society in the world. Fellow early members included Edmond Halley, who successfully predicted the return of the comet that now bears his name. This institutional support for scientific enquiry, combined with the questioning, evidence-based spirit of the Enlightenment, helped to establish Britain as a centre of scientific progress that continued into the industrial age which followed.
Thinkers of the Enlightenment
The eighteenth century brought a flowering of philosophy and science in Britain, often linked to the wider European Enlightenment, a movement that prized reason, observation and debate over inherited authority. Scotland played a leading part in this. Edinburgh and Glasgow became centres of intellectual life, producing thinkers whose ideas still shape economics and philosophy today.
David Hume, a philosopher from Edinburgh, questioned how far human reason alone could explain the world and argued that experience and observation were the true foundations of knowledge. His close friend Adam Smith, born in Kirkcaldy in Scotland, became the founding figure of modern economics. Smith's book An Inquiry into the Nature and Causes of the Wealth of Nations, published in 1776, argued that national wealth grows through free trade, the division of labour and individuals pursuing their own interest within a competitive market, an idea often summarised as the 'invisible hand' guiding the economy toward the general good.
This philosophical work did not stand apart from the practical changes then transforming Britain. Smith wrote as the Industrial Revolution was beginning, and his ideas about markets, trade and productivity helped explain and justify the new industrial economy that was taking shape around him. Scottish thinkers of this period also included scientists and engineers such as James Watt, whose practical inventions turned Enlightenment ideas about reason and improvement into real economic change.
The Industrial Revolution
From the middle of the eighteenth century, Britain underwent a fundamental change in the way goods were made and people lived, a process historians call the Industrial Revolution. Britain was the first country in the world to industrialise on this scale, moving from an economy based on farming and small-scale craft work to one built on factories, machinery and mass production.
New technology drove the change. Improvements to the steam engine, closely associated with the Scottish engineer James Watt, provided a reliable source of power that no longer depended on human muscle, water or wind. Steam power could drive spinning and weaving machines in the textile industry, pump water out of coal mines, and later drive locomotives and ships. Coal and iron became central to the new economy, mined and manufactured in ever greater quantities to feed the factories and the machines within them.
The effects reached far beyond the factory floor. Canals and then railways were built to move raw materials and finished goods quickly across the country, linking industrial towns to ports and markets. Populations shifted dramatically as people left the countryside to find work in rapidly growing industrial towns and cities in the Midlands and the north of England, south Wales and central Scotland. Manchester, Birmingham and Glasgow expanded enormously during this period. Working conditions in early factories and mines were often harsh, with long hours and dangerous machinery, and reformers later campaigned for laws to protect workers, including children.
Machines and the factory system
Mechanised production changed how goods, especially textiles, were made in Britain. Before the Industrial Revolution, cloth was typically produced by hand in workers' homes, a system known as the domestic or cottage industry. Machines such as the spinning jenny and the power loom, powered increasingly by steam rather than by hand or water, allowed thread and cloth to be produced far more quickly and cheaply than before.
This shift moved production out of individual homes and into large factories, where many workers operated machinery together under one roof. Factory owners could produce goods on a much greater scale, and Britain became known as the workshop of the world, exporting manufactured goods, especially cotton and wool textiles, to markets across the globe. The organisation of labour changed too: workers now kept fixed hours and worked to the rhythm of the machine rather than to the pattern of the seasons or the working day they had set themselves.
Mechanisation brought economic growth and new wealth to industrialists, but it also brought hardship for many working people, including low wages, unsafe conditions and the employment of young children in mines and factories. These conditions eventually prompted political reform, including laws to limit working hours and protect workers, developments that fed into the wider expansion of political rights covered elsewhere in this period of British history.
Steam power and the engines that changed everything
Steam power was one of the most important developments of the Industrial Revolution. Steam engines had first been used to pump water out of coal mines, but the Scottish engineer James Watt improved the design in the 1770s, making steam engines far more efficient and adaptable. Watt's engine could drive many different kinds of machinery, not just pumps, and this opened the way for steam to power factories, not only mines.
Before steam, factories and mills relied on water wheels and had to be built beside fast-flowing rivers. Once steam engines became practical, a factory could be built wherever the owner chose, close to towns, workers and supplies of coal, rather than being tied to a particular river. This flexibility helped concentrate industry in the English Midlands and north, the Scottish Lowlands and South Wales.
Steam power also transformed transport. Steam locomotives made railways possible, and steam ships changed sea travel, allowing goods and people to move faster and further than ever before. By the mid-nineteenth century, steam had become central to mining, textiles, printing and manufacturing across Britain.
The rise of the factory system
Before the Industrial Revolution, most cloth was spun and woven by hand, often by families working in their own homes. New inventions changed this. Machines such as the spinning jenny and the water frame could spin thread far faster than a person working alone, and these machines were too large and expensive for most households, so they were gathered together in purpose-built mills.
Richard Arkwright, an entrepreneur from Lancashire, is often credited as the father of the modern factory system. He was the first to bring together mechanised carding and spinning under one roof, employing large numbers of workers in a single building and organising their labour around the machines rather than the rhythms of the home. When steam engines became available, factory owners adopted them to drive their machinery, freeing mills from dependence on water power.
Factory work was very different from working at home. Hours were long, discipline was strict, and workers, including many children, operated machinery that could be dangerous. Wages were often low and conditions harsh, though factories also created large numbers of new jobs and made goods, particularly cotton cloth, cheaper and more widely available. Concerns about the treatment of workers, particularly children, eventually led to laws regulating hours and conditions in factories.
Urbanisation: Britain becomes a nation of towns
Industrialisation drew huge numbers of people away from the countryside and into towns and cities, a process known as urbanisation. Factories needed large workforces gathered in one place, so towns grew rapidly around mills, mines and ironworks in areas such as Lancashire, Yorkshire, the Midlands and South Wales.
The scale of change was dramatic. Britain's population grew enormously during this period, and by the middle of the nineteenth century the 1851 census showed that, for the first time, more people in Britain were living in towns and cities than in the countryside. Cities such as Manchester, Liverpool and Sheffield expanded many times over during the nineteenth century as workers arrived in search of factory jobs.
This rapid growth brought serious problems. Housing could not keep pace with demand, so many families lived in cramped, poor-quality accommodation, sometimes several to a room. Overcrowding and poor sanitation contributed to the spread of disease, and outbreaks of cholera and typhus struck industrial towns during the nineteenth century. Public health was not a formal responsibility of government at the start of this period, and it took time, and mounting evidence of the human cost, before Parliament began to legislate on issues such as sanitation and housing conditions.
Despite the hardship, town life also created new kinds of community. Workers in the same trade often lived close together and developed a strong sense of shared identity, and towns offered opportunities, wages and a pace of life that had not existed in rural England, Wales and Scotland before industrialisation.
Canals and the coming of cheap transport
Before the railways, Britain's roads were slow and unreliable for moving heavy goods such as coal, stone and pottery. Canals solved this problem by letting horses pull heavily laden barges along calm, level water. The pioneer was the Bridgewater Canal, built for the Duke of Bridgewater to carry coal from his mines at Worsley into Manchester. Opened in 1761, it is generally regarded as the first canal in Britain built without following an existing river, and its success helped launch a national wave of canal building.
The Bridgewater Canal's impact was immediate and dramatic: by cutting transport costs it halved the price of coal in Manchester, and the canal is credited with helping the city take a leading role in the Industrial Revolution. This success triggered decades of canal construction, sometimes called canal mania, roughly between 1790 and 1810, when investors rushed to build new waterways linking industrial towns, ports and coalfields across England. Engineers such as James Brindley, who worked on the Bridgewater Canal, became renowned for solving the practical challenges of aqueducts, locks and tunnels needed to carry canals across hills and valleys. Canals remained the most efficient way to move heavy goods until railways overtook them from the 1830s onwards, but they had already transformed industry by making raw materials and finished goods far cheaper to transport.
The age of the railway
Railways grew directly out of the same need that canals had answered: moving coal and goods cheaply and quickly. Early steam locomotives were developed in the early nineteenth century, and the breakthrough moment for passenger railways came at the Rainhill Trials of 1829, a competition to find the best locomotive for the new Liverpool and Manchester Railway. George Stephenson's engine, the Rocket, won the trials, beating four rival designs on speed, power, weight and reliability, and its design became the model for future mainline locomotives.
Stephenson is often remembered as the father of the railways for the central part he played in developing and building Britain's early rail network. The Liverpool and Manchester Railway, which opened in 1830, was the first railway to rely solely on steam locomotives to carry both passengers and freight on a regular timetable, and it set the pattern for the railway boom that followed. Over the following decades, railway lines spread rapidly across Britain, connecting towns and cities, speeding up travel and trade, and helping to knit the country's industrial regions together far more closely than canals or roads ever could.
Engineers of the industrial age
The rapid growth of canals, railways, bridges and ships during this period depended on a generation of talented engineers who solved problems no one had faced before. Isambard Kingdom Brunel became one of the most celebrated, known for his work on railways, bridges, tunnels and ships, and he remains a lasting symbol of Victorian engineering ambition and achievement.
James Watt made a crucial contribution earlier in the period by improving the steam engine and making it practical for widespread industrial use, a development that helped drive the Industrial Revolution across mining, manufacturing and transport. George Stephenson, alongside his son Robert, was central to the development of the steam locomotive and the railway network, most famously through the success of the Rocket. Together, these engineers turned new scientific and mechanical ideas into working machines and structures that transformed how people and goods moved around Britain, and their achievements remain a well-known part of the country's industrial history.
Life and labour in the industrial towns
The Industrial Revolution moved huge numbers of people from the countryside into fast-growing towns and cities to work in factories and mines. Wages were low and conditions were often harsh: shifts of up to twelve hours were common, workplaces were crowded with dangerous machinery, and there was little protection or compensation for anyone injured on the job. Housing for workers was frequently cramped and unsanitary, and city air and water suffered badly from the smoke and waste of heavy industry.
Children were especially vulnerable. They worked in mines and factories alongside adults, often controlled by employers rather than parents, which made them easy to exploit. Many families depended on children's wages simply to survive, so campaigners argued for regulation of child labour rather than an outright ban. Parliament responded with a series of Factory Acts through the nineteenth century. Early measures, such as the Act of 1802, tried to protect pauper apprentices in cotton mills but had no real means of enforcement. The Factory Act of 1833 banned employment of children under nine, limited the hours of older children and required some schooling, and later Acts, including the Ten Hours Act of 1847, extended similar limits to women and reduced the working day further. Campaigns for reform were driven partly by evangelical Christians who saw it as their duty to protect the weak, and partly by the wider movement for political and social reform in the 1830s.
Over time these laws, along with the growth of trade unions, gradually improved safety, hours and pay in factories and mines, though enforcement remained patchy for many years.
Engineers and inventors of the industrial age
Britain's industrial growth was driven by a series of inventors and engineers whose work transformed manufacturing and transport. Richard Arkwright, from Preston in Lancashire, developed the water frame spinning machine and was one of the first to bring mechanised spinning and carding together under one roof, creating a model for the modern factory. He is particularly remembered for running his mills in an efficient and profitable way, and his Cromford mill in Derbyshire was among the first successful water-powered factories.
James Watt improved the design of the steam engine, making it far more efficient and practical for industrial use. His improved engines could power machinery in factories and mines, and became one of the driving forces of the Industrial Revolution.
George Stephenson and his son Robert pioneered the railway locomotive. Their engine, Stephenson's Rocket, was a landmark in railway engineering, and the Stephensons' work helped bring about the rapid expansion of Britain's railway network in the Victorian period.
Isambard Kingdom Brunel became one of the most celebrated engineers of the nineteenth century. He built the Great Western Railway linking London and Bristol, designed bridges and tunnels, and built pioneering steamships, including vessels designed to cross the Atlantic. He is often remembered as a symbol of Victorian engineering ambition.
Isaac Newton, born in Lincolnshire in the previous century, remained an influential figure whose work on gravity and light continued to underpin scientific understanding through this period. Together, these inventors and engineers helped establish Britain's reputation for engineering and industrial innovation.
The growth of the British Empire
During the eighteenth and nineteenth centuries, Britain built the largest empire the world has ever seen, with colonies and territories across every continent. Trade, exploration and military power all played a part in this expansion, and by the height of its reach the empire covered around a quarter of the world's land surface and population.
Trade was central to imperial growth. British ships carried manufactured goods abroad and brought back raw materials such as cotton, sugar and tea, and companies such as the East India Company came to control vast territories in India on Britain's behalf, well beyond simple trading interests. Colonies in North America, the Caribbean, Africa, Asia and Australasia were acquired at different times, some through settlement, some through conquest and some through negotiated agreements with local rulers.
This commercial expansion was bound up for many decades with the transatlantic slave trade. British ships transported enslaved Africans to the Americas, where they were forced to work, often on plantations producing goods such as sugar and cotton for British markets. Growing opposition to this trade led to a long campaign for abolition, associated particularly with reformers such as William Wilberforce. The Slave Trade Act of 1807 abolished the trade in slaves across the British Empire, and the Slavery Abolition Act of 1833 then abolished slavery itself throughout most of the empire, with existing slave owners compensated for the loss of what the law had treated as their property.
Empire also brought Britain into wars and rivalries with other European powers competing for territory and trade, and it left a lasting and sometimes painful legacy in the countries that had been colonised. By the twentieth century, movements for independence gathered strength across the empire, and in the decades after the Second World War most colonies gained independence, with many later joining the Commonwealth, a voluntary association of independent countries with historic links to Britain.
Britain becomes a global trading power
From the late seventeenth century onwards, Britain became increasingly active overseas. Captain James Cook mapped the coast of Australia, and the first British colonies there were established soon afterwards. Britain gained control over Canada, while the East India Company, originally set up simply to trade, gradually took control of large parts of India. Colonies were also established in southern Africa.
This expansion was driven by trade. Britain imported sugar and tobacco from North America and the West Indies, and textiles, tea and spices from India and from the region now called Indonesia. Such trading and settlement often brought Britain into conflict with rival powers, especially France, which was pursuing similar ambitions in many of the same parts of the world.
This commercial growth was bound up with the slave trade. Slavery was illegal within Britain itself, but by the eighteenth century it had become a large overseas industry involving Britain and the American colonies, in which enslaved Africans were transported across the Atlantic to work on plantations. Growing opposition to this trade eventually led to abolition: the slave trade was banned across the British Empire in 1807, and slavery itself was abolished in 1833.
Settlement on the eastern coast of America
English settlement of the eastern coast of North America began in Elizabeth I's reign and continued through the seventeenth and eighteenth centuries, eventually producing thirteen British colonies stretching along the Atlantic seaboard. Many settlers left Britain and Ireland to build new lives there, some seeking religious freedom and others economic opportunity.
The colonies developed their own assemblies and a growing sense of identity, while remaining under the authority of the British crown and Parliament. Tension increased in the mid-eighteenth century as Britain sought greater control over colonial affairs and imposed new taxes to help pay for the costs of defending the colonies, particularly after the expensive war against France in North America during the 1750s and 1760s. Many colonists objected that they were being taxed by a Parliament in which they had no representation.
The loss of the thirteen colonies
Fighting broke out between the colonists and British forces in 1775. In 1776, the thirteen colonies declared their independence, arguing that people had the right to establish their own government. The conflict became known as the American War of Independence, or the American Revolutionary War.
France entered the war on the side of the colonists in 1778, turning what had begun as a rebellion within the British Empire into a wider international conflict. Fighting continued for several years, and the decisive British defeat came at Yorktown in Virginia in 1781. Britain formally recognised American independence in the Treaty of Paris, signed in 1783.
The loss of the thirteen colonies was a significant blow to Britain and marked a turning point in its approach to empire, though Britain retained Canada and continued to expand its interests elsewhere, including in India and Australia.
The transatlantic slave trade
From the early sixteenth century, European nations transported enslaved Africans across the Atlantic to work on plantations in the Americas and the Caribbean. Britain became heavily involved in this trade from the mid-seventeenth century onwards, and over roughly 300 years more than 11 million enslaved people were carried across the Atlantic from Africa. British ports including Bristol, Liverpool and Glasgow grew wealthy sending out slaving ships, and profits from the trade helped fund industry and grand buildings in these cities.
Enslaved people were transported in brutal conditions on what became known as the Middle Passage, the sea crossing from Africa to the Americas. Many died during the voyage. Those who survived were sold to work, often for life, on plantations producing sugar, tobacco and cotton, crops that fed growing British industries and consumer habits at home.
Resistance came from enslaved people themselves. Rebellions in the Caribbean, together with mounting evidence of the trade's cruelty, fed a growing British movement against it. This groundwork led to the parliamentary campaign that eventually ended Britain's involvement, first in the trade itself and later in slavery altogether.
The abolitionist movement
Opposition to the slave trade grew steadily in Britain during the late eighteenth century. Thomas Clarkson gathered eyewitness evidence, ship logs and sailors' testimony to expose conditions on slave ships, while Olaudah Equiano's 1789 autobiography, describing his own experience of enslavement, moved public opinion. Campaigners including Clarkson and Granville Sharp built a national network that collected petitions and distributed pamphlets and images to press Parliament for change.
The parliamentary campaign was led by William Wilberforce, who brought abolition motions to the House of Commons repeatedly from 1791, each time facing defeat. Progress stalled further amid the disruption of the French Revolution and a major slave uprising in the French colony of Saint-Domingue, which made some in Parliament wary of reform. Eventually, on 25 March 1807, Parliament passed the Slave Trade Act, which prohibited the buying and transporting of enslaved people across the British Empire. This ended Britain's involvement in the trade itself, though people already enslaved in British colonies remained in bondage.
Campaigning did not stop there. In 1823 abolitionists formed the Society for the Mitigation and Gradual Abolition of Slavery, later led in the Commons by Thomas Fowell Buxton, which pressed for the freedom of those still enslaved. Their efforts led to the Slavery Abolition Act of 1833, which outlawed slavery across most of the British Empire from 1 August 1834. The government compensated slave owners for the loss of what the law treated as their property, while many formerly enslaved people were required to continue working as unpaid apprentices for several more years before gaining full freedom in 1838.
William Wilberforce
William Wilberforce (1759 to 1833) was a Member of Parliament for Hull and the best known leader of the campaign against the slave trade. His opposition to slavery grew from his evangelical Christian faith, which he adopted in the mid-1780s, partly under the influence of John Newton, a former slave-ship captain turned clergyman.
From 1791, Wilberforce introduced a bill to abolish the slave trade in the House of Commons almost every year, and each was defeated. He worked closely with fellow campaigners such as Thomas Clarkson and gained support from senior politicians including the prime minister William Pitt. His persistence finally succeeded in 1807, when Parliament passed the Act abolishing the slave trade across the British Empire.
Wilberforce continued to campaign after this victory, turning his attention to ending slavery itself rather than only the trade in enslaved people. He helped found the Society for the Mitigation and Gradual Abolition of Slavery in 1823. He died in 1833, shortly before Parliament passed the Slavery Abolition Act, which finally outlawed slavery across most of the British Empire.
Ending the slave trade
From the 1600s, British ships carried enslaved Africans to the Americas and the Caribbean, where they were forced to work, often on plantations. By the late 1700s a growing movement argued that this trade was wrong. William Wilberforce, an evangelical Christian and a member of Parliament, became the leading campaigner for change, introducing anti-slavery motions in the House of Commons over many years, most of which were rejected before he finally succeeded.
Wilberforce worked alongside other abolitionists who turned public opinion against the slave trade through petitions, boycotts of slave-produced goods and published accounts from formerly enslaved people. Their efforts led to the Abolition of the Slave Trade Act, which received royal assent on 25 March 1807. This made it illegal to trade enslaved people in British ships or from British ports, though it did not free those already enslaved in British colonies.
Ending slavery itself
Abolishing the trade did not end slavery. Enslaved people already living in British colonies remained in bondage, so Wilberforce and fellow campaigners, including Thomas Fowell Buxton, continued pressing for full emancipation. Wilberforce retired from the Commons in 1825 because of ill health, handing the parliamentary campaign to Buxton, but he lived to see the abolition bill make progress.
The Slavery Abolition Act passed the House of Commons on 26 July 1833, outlawing slavery across the British Empire. Wilberforce died just three days later, on 29 July 1833, having devoted much of his political life to the cause.
War against Napoleon
Britain fought a long series of wars against France following the French Revolution, culminating in conflict with Napoleon Bonaparte, who had made himself Emperor of the French. These wars stretched from the 1790s through to 1815 and involved fighting across Europe and beyond.
Two commanders stand out from this period. Admiral Horatio Nelson led the Royal Navy to a decisive victory over the combined French and Spanish fleets at the Battle of Trafalgar in 1805, a battle in which he was killed but which secured British control of the seas and ended the threat of a French invasion of Britain. On land, the Duke of Wellington, later nicknamed the Iron Duke, led British and allied forces to final victory over Napoleon at the Battle of Waterloo in 1815, bringing the wars to a close.
Wellington's triumph at Waterloo ended two decades of almost continuous warfare and confirmed Britain's position as a leading European power. He later went on to serve as Prime Minister.
Admiral Nelson, hero of the Royal Navy
Horatio Nelson was one of Britain's greatest naval commanders, celebrated for his leadership during the wars against Revolutionary and Napoleonic France. He rose through the Royal Navy to the rank of Admiral and won a series of decisive victories, including the Battle of the Nile in 1798, before his most famous triumph and death at the Battle of Trafalgar in 1805. His willingness to depart from rigid naval convention and encourage his captains to think independently marked him out as an exceptional tactician, and his reputation as a national hero has endured ever since.
Nelson is commemorated across Britain today, most famously by Nelson's Column, which stands in Trafalgar Square in central London. After his death he was given a state funeral and was buried in the crypt of St Paul's Cathedral, reflecting the scale of his standing in the nation's memory.
The Battle of Trafalgar
The Battle of Trafalgar was fought on 21 October 1805 off the coast of Spain, between the Royal Navy and the combined fleets of France and Spain. Nelson commanded the British fleet and won a comprehensive victory, destroying the threat posed by the enemy fleets and securing British control of the seas. He was shot during the fighting and died on his flagship, HMS Victory, shortly before the battle ended, so he did not live to see the scale of his triumph confirmed.
The victory at Trafalgar had lasting consequences. It ended any prospect of a French invasion of Britain and left the Royal Navy without a serious rival at sea for many decades, a dominance that underpinned Britain's growing global trade and empire in the nineteenth century. Trafalgar Square, and the column at its centre, take their name from this decisive battle and stand as London's most visible tribute to the victory and to Nelson's leadership.
The Duke of Wellington
Arthur Wellesley, the Duke of Wellington, was a British army commander and statesman best remembered for defeating Napoleon at the Battle of Waterloo in 1815. Born in Dublin in 1769, he first made his military reputation in India and then in the Peninsular War in Spain and Portugal between 1808 and 1814, where his campaigns helped drive French forces out of the peninsula. When Napoleon returned from exile in 1815, Wellington led the allied army that defeated him at Waterloo, in what is now Belgium, bringing the Napoleonic Wars to a final end. This victory earned him the nickname the Iron Duke and made him one of the most celebrated military figures in British history.
Wellington went on to a political career, becoming Prime Minister in 1828. As Prime Minister, he oversaw the passing of the Catholic Emancipation Act in 1829, a reform he had personally opposed but came to accept, which removed many of the legal restrictions previously placed on Roman Catholics. He was firmly against extending the right to vote and opposed parliamentary reform, a stance that damaged his popularity and contributed to his resignation as Prime Minister in 1830. He served twice as Prime Minister in total and later held office as Foreign Secretary. He died in 1852 and, like Nelson, was given a state funeral in recognition of his standing as both a military and political leader.
Waterloo and the end of the French wars
Britain spent much of the late eighteenth and early nineteenth centuries at war with France. After Admiral Nelson's naval victory at Trafalgar in 1805, the fighting on land continued until the Duke of Wellington finally defeated the French emperor Napoleon Bonaparte at the Battle of Waterloo in 1815, bringing the French wars to an end.
Wellington, born Arthur Wellesley, was known as the Iron Duke. He went on to become Prime Minister after his military career, serving from 1828 to 1830.
Queen Victoria
Queen Victoria came to the throne in 1837 at the age of 18 and reigned until her death in 1901, a period of 63 years that was, at the time, the longest reign in British history. In 1840 she married her German cousin, Prince Albert of Saxe-Coburg and Gotha, and the couple had nine children, many of whom married into other European royal families.
Albert took a close interest in the arts, science, trade and industry. He is best remembered for organising the Great Exhibition of 1851, a huge display of the products of industry and empire held in London, whose profits helped to found the museums of South Kensington. Albert died in 1861, and Victoria wore mourning black for the rest of her reign.
Victoria's long reign became known as the Victorian era, a time of dramatic industrial, scientific and imperial change. She is closely associated with Britain's growth as an industrial and colonial power, and by the time of her death the British Empire spanned much of the globe. Her Golden and Diamond Jubilees, in 1887 and 1897, marked 50 and 60 years on the throne with major public celebrations.
The Victorian era
The Victorian era covers Queen Victoria's reign from 1837 to 1901. It was a period of rapid industrial growth, scientific progress and the expansion of the British Empire, changing the shape of British society and Britain's place in the world.
During this era, Parliament passed a series of reforms that gradually widened the right to vote and improved conditions for ordinary people, alongside continued technological change from the earlier Industrial Revolution, such as railways and factories reshaping towns and working life. Britain's empire grew substantially during Victoria's reign, and the queen was made Empress of India in 1876.
By the end of the era, Britain saw itself as a global power with an empire so extensive it was said the sun never set on it. The Boer War in South Africa, fought in the final years of Victoria's reign, showed the strains that came with maintaining such a large empire.
Building an empire on trade and sea power
By the eighteenth and nineteenth centuries, Britain had built the largest empire the world had ever seen, with colonies and trading posts across the Americas, Africa, Asia and the Pacific. This expansion grew out of earlier trading companies, a powerful navy and rivalry with other European states, especially France, for territory and trade routes.
The empire brought Britain great wealth through trade in goods such as sugar, tea, cotton and spices, and it made London a global financial centre. It also drew Britain into the Atlantic slave trade, in which British ships carried enslaved Africans to the Americas to work on plantations. This trade was abolished by Parliament in 1807, and slavery itself was abolished throughout most of the British Empire in 1833, following a long campaign led by reformers including William Wilberforce.
Industry and empire developed together. Raw materials from the colonies fed British factories during the Industrial Revolution, while manufactured goods were exported back across the empire. Canada, Australia, New Zealand and large parts of Africa came under British rule during this period, alongside possessions in the Caribbean. By the early twentieth century, the empire covered around a quarter of the world's land surface, and it was often said that the sun never set on it because it spanned so many time zones.
India and the British Empire
India became the most significant part of the British Empire. British involvement began through the East India Company, a trading company that gradually took on political and military power in the Indian subcontinent during the eighteenth century.
A turning point came in 1757 at the Battle of Plassey, when Robert Clive led East India Company forces to victory over the Nawab of Bengal, Siraj-ud-Daulah, and his French allies. Clive's victory eventually led to the British becoming the greatest economic and military power on the Indian subcontinent. The Company went on to govern large areas of India for the following century, collecting taxes and administering justice alongside its trading business.
Company rule ended after the Indian Rebellion of 1857, a widespread uprising against British control. Following its suppression, the British government took direct control of India, and Queen Victoria was later proclaimed Empress of India in 1876. This period, often called the British Raj, saw India governed as the centrepiece of the empire until Indian independence in 1947.
India's relationship with Britain left a lasting mark on both countries: British institutions, the English language and the railway network shaped India, while goods, culture and later migration from the Indian subcontinent shaped modern Britain. The legacy of this period, including the wealth extracted from India and the violence used to maintain control, remains a subject of debate among historians today.
Reforming an industrial society
The rapid growth of factories and cities during the Industrial Revolution created harsh working and living conditions, particularly for children. Campaigners and Members of Parliament pushed for laws to limit this exploitation and improve public life, a movement that unfolded across the nineteenth century.
Early factory legislation restricted the employment of very young children. The Factory Act of 1833, sometimes called the Children's Charter, was a significant step: the Factory Act limits child labour; no children under 9 are to work in factories (silk mills exempted); children under 13 are to work no more than 9 hours per day and 48 hours per week. Anthony Ashley-Cooper, later the 7th Earl of Shaftesbury, became the leading campaigner for further reform. Ashley-Cooper led the 'Ten-Hour Movement' aiming to reduce the working day for children under 16. His efforts, alongside those of fellow reformer Michael Sadler, eventually led to the Ten Hours Act of 1847, which limited the working day for women and young workers.
Shaftesbury's reforming work went beyond factories. He introduced an act which ensured that children working in textile industries were aged nine and above, and supported reducing the number of hours employees worked, which eventually led to the Ten Hours Act passed in 1847. He also did much to prohibit the employment of women and children in coal mines and boys working as chimney sweeps. He was also closely involved in improving conditions for people with mental illness and, as president of the Ragged School Union, supported free schooling for poor children.
Workers also organised to improve their own conditions. Trade unions, which campaign for workers' pay and rights, were made legal in Britain in 1824, though their powers remained limited for some time afterwards. The Trades Union Congress, a federation bringing unions together, was founded in 1868, giving organised labour a stronger collective voice in political life.
Alongside factory and labour reform, this period saw the widening of the right to vote. The Great Reform Act of 1832 changed the parliamentary franchise and redrew constituencies, beginning a longer process through which the vote was gradually extended to more men and, eventually, to women, over the following decades.
Cleaning up the cities: the rise of public health
Rapid industrial growth in the nineteenth century packed people into overcrowded towns with poor sanitation, and outbreaks of disease, especially cholera, killed thousands. The social reformer Edwin Chadwick investigated these conditions and published a report on the sanitary state of the working population, arguing that dirty water supplies and inadequate sewers were spreading disease and pushing up the cost of poor relief.
Chadwick's findings, and the shock of a new cholera epidemic, led Parliament to pass the Public Health Act of 1848. This was the first piece of legislation of its kind in England, and it set up a General Board of Health empowered to advise on epidemics and to establish local boards of health responsible for clean water and proper drainage. It marked the beginning of government taking responsibility for the health of the population rather than leaving sanitation entirely to private landlords and local custom.
Later Victorian and Edwardian reforms built on this start. Local authorities gradually took on wider responsibilities for housing, water and sewerage, and by the early twentieth century further measures included school medical inspections and free school meals for children in need. Together these reforms laid the groundwork for the idea that the state should protect public health, a principle that eventually fed into the creation of the National Health Service in the twentieth century.
Building a national school system
Before the 1870s, education in England and Wales was patchy: church and charity schools existed in many places, but there was no national system and many poorer children received little or no schooling. The Elementary Education Act of 1870 changed this by creating locally elected school boards, funded through local rates, which could build and run schools in areas where provision was lacking, alongside the existing voluntary church schools.
The 1870 Act did not yet make school attendance compulsory. That step came with the Elementary Education Act of 1880, which required children between the ages of five and ten to attend school. School fees were abolished in most board schools soon afterwards, removing a major barrier for poorer families. The compulsory school age was then raised further: to eleven in 1893, when the right to education was also extended to blind and deaf children, and to twelve in 1899.
These reforms reflected a wider Victorian shift in thinking. An expanding industrial economy needed a literate, more skilled workforce, and the extension of the vote to working-class men through the Reform Act of 1867 strengthened arguments that ordinary people needed an education to use that vote responsibly. Local school boards were abolished in 1902 and replaced by Local Education Authorities, and the school leaving age continued to rise in the twentieth century, reaching fourteen in 1918 under the Fisher Education Act. The 1870s and 1880s reforms are the essential starting point to remember: they mark the birth of a national, state-backed system of schooling in Britain.
Workers organise: the growth of trade unions
As factories and heavy industry expanded during the nineteenth century, working people increasingly joined together in trade unions to bargain with employers over wages, hours and conditions. Early unions faced legal restrictions and hostility from employers and government, who feared organised labour would disrupt production and challenge the existing social order.
Over the course of the century, unions gradually won greater legal recognition, allowing them to organise more openly and to take strike action in pursuit of better pay and safer working conditions. Trade unions became closely linked with the wider movement for political reform, since many union members and leaders also campaigned for working men to gain the vote and for Parliament to pass laws protecting workers, such as limits on hours in factories and mines.
By the end of the nineteenth century, trade unions had become a permanent and significant feature of British working life, representing the interests of industrial workers and shaping debates in Parliament about employment law. Their growth reflects the broader theme of this period: as Britain industrialised and its cities grew, ordinary working people organised to demand a greater share of political and economic power, alongside movements for public health and education.
The Reform Acts and the end of rotten boroughs
By the early nineteenth century, Britain's system of parliamentary representation was badly out of date. Growing industrial towns such as Manchester and Birmingham had no MPs of their own, while some sparsely populated places, known as rotten boroughs, still returned members to Parliament. Pressure for change built through public meetings and political campaigning, and in 1832 Parliament passed the Reform Act.
The Reform Act of 1832 abolished the pocket and rotten boroughs and redistributed parliamentary seats to give proper representation to the growing towns and cities. It also increased the number of men who could vote, though the franchise remained tied to property and wealth, so most working men still had no vote.
Reform continued later in the century. The Reform Act of 1867 extended the vote to many working men in towns, and the Reform Act of 1884 extended similar rights to men in the countryside. Together, these three Acts steadily widened the franchise and made the House of Commons more representative, though full democracy for all adults was still some way off.
Expansion of the franchise: votes for women and all adults
The Reform Acts of the nineteenth century widened the vote among men but excluded women entirely. From the later nineteenth century, campaigners built a organised movement for women's suffrage, and by the early twentieth century this included both peaceful campaigners, known as suffragists, and more confrontational campaigners, known as suffragettes.
The First World War brought major change. The Representation of the People Act 1918 abolished property qualifications for men and gave the vote to virtually all men over the age of 21, with men serving in the armed forces able to vote from 19. The same Act gave the vote to women for the first time, but only to women over the age of 30 who also met a property qualification. This meant that although the electorate grew enormously, from about eight million to twenty-one million, roughly a third of women still could not vote and there remained significant inequality between men and women at the ballot box.
Full equality came a decade later. The Representation of the People (Equal Franchise) Act 1928 gave the vote to all women aged 21 and over on the same terms as men, regardless of property, extending the vote to around five million more women and finally establishing the principle that all adult men and women should have an equal say in choosing Parliament. This 1928 Act completed the process begun by the Reform Acts a century earlier, and it is sometimes referred to as the fifth Reform Act.
